Wash chicken and pat dry. Combine flour, salt, pepper, and paprika in a food storage bag. Add chicken, a piece or two at a time, and toss to coat well. In a large skillet, heat olive oil over medium heat. Brown chicken, two or three pieces at a time. Place chicken in a 2-quart baking dish.
In the same skillet, sauté onion and garlic until onion is tender. Stir in water and spaghetti sauce mix; bring to a boil. Stir in tomatoes and parsley. Simmer, uncovered, 15 minutes.
Pour sauce mixture over chicken in casserole then top with potatoes and green pepper strips. Cover and bake at 350° for 1 1/2 hours, until chicken is tender.
Chicken casserole serves 4 to 6.
