The Spruce / Ahlam Raffii
This ground beef casserole is packed with so much goodness it can be served as a whole meal. It's comprised of two delicious layers: A ground beef and tomato combination serves as the base that's then topped with a cheesy, green pepper, potato, and corn mixture. The casserole is similar to a cottage pie or this crock pot Chinese pie.
This hearty, crowd-pleasing dish is ideal for a potluck as it's convenient to transport and share. It can also be made ahead of time—just be sure to bring the casserole to room temperature upon removing it from the fridge or freezer before baking.
Not a fan of green peppers? Swap them for 1 cup of frozen peas.
Ingredients

1 pound extra-lean ground beef, 90% lean or better

1 cup coarsely chopped onion

1 (14 1/2-ounce) can diced tomatoes

2 teaspoons Worcestershire sauce

2 teaspoons salt

1 1/2 cups corn kernels

16 ounces diced frozen hash brown potatoes, thawed, or about 3 to 4 cups mashed potato or cooked diced potato

1/4 cup all-purpose flour

4 tablespoons unsalted butter, melted

1 medium green bell pepper, coarsely chopped

2 cups sharp or mild shredded cheddar cheese

Preheat oven to 375 F. Combine beef, onion, tomatoes, Worcestershire sauce, and salt.

In a separate bowl, combine corn kernels, potatoes, flour, melted butter, and chopped green bell pepper.

Pat beef mixture into a 13 x 9 x 2-inch baking pan; top with corn and potato mixture.

Bake uncovered in center of oven for 45 minutes; sprinkle with cheese and bake casserole 15 to 20 minutes longer, or until browned and potatoes are tender. If you like the cheese to form a bubbly, brown crust, broil casserole on high for an additional 2 minutes.

Glass Bakeware Warning
For premade casseroles or leftovers that are in a glass baking dish and have been refrigerated, do not place directly into a hot oven as the glass can shatter. Instead, place any cold glass bakeware into a cold oven to warm up while it preheats. Or allow the bakeware to rest outside of the fridge for 30 minutes to reach room temperature while the oven preheats.
*If the ground beef is not extra lean, you might want to brown it first. Brown the beef with the onion in a large skillet over medium heat until no longer pink. Drain well and then mix it with the tomatoes, Worcestershire sauce, and salt. Proceed with the recipe.
