Beef-Stuffed Peppers

I found the directions quite confusing. How do you boil 4 peppers in 1 cup of water? I steamed them cut side down in an inch of water for 4 minutes. The peppers still were quite crunchy at the end of the 30 minute bake. The bread crumbs added nothing to the recipe. Overall it was very dry. I opened a can of diced tomatoes at the table and spooned it over mine. The only reason I gave 2 stars is that I really enjoyed the taste of the spices in it. The curry, paprika, and celery seed really had a great flavor.
